U.S. wants to keep control of the Internet
Currently the US Department of Commerce, for lack of a better word, controls the domain-name system. This is the system to link the page URL a person types in with a web page. If a country doesn't conform to the US standard then there web results will misrepresent anything in the open Internet. This is one way that the United States is keeping control of something that belongs to EVERYONE. The Internet is not in one country and is not all just for the United States. All governments should be in control and all people should be in control. Some international body, like the UN or other international group, should control this system, not a single country.
