Ratings Hit Lowest Ever
In a recent CNN poll conducted by the Opinion Research Corporation, it put President Bush at only 32% approval rating. A total of 60% disapproved and 8% were undecided. In a CNN/USA Today/Gallup poll conducted one year ago, it put the president at 48% approval. That is a drop of 16% in one year. These low numbers can not mean any good for the Bush agenda. With only 32% President Bush has very little political capital on domestic issues. Bush has recently started to shake up his cabinet. But it is too little, too late. Current numbers will have very little chance of gaining much before Mr. Bush is out of the White House and he has become more or less a lame duck in the White House. Although a person can argue that he is not as unsupported to warrant lame duck status, but with only 32%, the title of lame duck in the White House can be given without too much thought on the issue.

He was a lame duck the moment he was sworn in for his second term, as are all two-term presidents.
